   Assuming it was on school business…like to the dispatcher and it was brief and in a non threatening situation it was probably not dangerous..weather it is legal is up to the city/county/or bus policy.
   I have ridden school buses and if the driver wants to talk to a student or carry on a longer conversation he pulls over to the side of the road and uses the flashers until it is over.

   The school bus company expects another have two way radio on my route pisses them until finish my route pisses them off but there is nothing.

   Cellphone driving needs to be reported to that bus company and in NY the answer is NO
