   Class action usually means three or more persons that are filing in the same law suit.

   The rest of america if it can be combined in to one named person and the same thing they can be one case against the rest of america if it is important enough.
   The tv commercials you see now days regarding medicines are class action lawsuits it can be combined in to one case.

   Lawsuit like this particular situation may change the class and prove the plaintiff alleged that way instead of cases the plaintiffs as additional plaintiffs as additional plaintiffs were representative of trying thousands of persons if certified the plaintiffs to be representative.
