      Class action usually means three or more persons that are filing in the same law suit.

      The rest of america if it can be combined in to one named person and the same thing they can be one case against the rest of america if it is important enough.
      The tv commercials you see now days regarding medicines are class action lawsuits it can be combined in to one case.
