Defamation lawsuit in Solano County?

I need to file a defamation lawsuit against an individual who post a statement that makes a false claim that hurt my business. How do I file a defamation lawsuit against him? He’s in IL. Should I file it with my local county? You may also refer me to a reliable lawyer. Anything that helps is really appreciated. Thanks!
